经安吉县人民政府批准，******局决定以拍卖方式出让以下地块的国有建设用地使用权。现将有关事项公告如下：

二、申请对象：凡中华人民共和国境内外的法人、然人和其他组织，除法律法规另有规定外，均可申请竞买。在安吉欠缴土地出让金的不得参与竞买。

三、本次地块国有建设用地使用权拍卖出让采用增价拍卖方式，按照价高者得原则确定竞得人。

七、保证金截止时间：**年**月**日16：00前（以银行实际到账时间为准）

八、付款时间：自成交之日起**天内付清，到期如遇节假日则顺延至节日后一个工作日。

九、本次公开出让地块不设保留价, 地块若带建筑物出让的，溢价仅为土地溢价，建筑物不溢价。

十、本公告内的地块成交后须与所在地乡镇签订企业投资工业项目“标准地”投资建设合同。

nbsp; nbsp; nbsp;十一、申请人须按照拍卖须知要求办理数字证书，符合竞买要求，并按要求足额交纳竞买保证金，******网上拍卖出让活动。

nbsp;十二、本次公开出让地块成交价即为该幅地块的总价款，不包括城市基础设施配套费和土地契税。若地块带建筑物出让，在办理不动产权证过程中涉及其他相关税费的，由竞得人自行承担。此外，竞得人应当严格执行人防工程建设与管理方面的法律法规，切实履行相关义务，具体参照《安吉县人民防空工程管理办法》（安政办发〔2020〕**号）执行。
